What's the best theme to develop a test site in?
When you are developing a test site, is there any theme you prefer to develop in or is it best to do so in the theme you'll eventually use or just choose a core theme?

I guess the logical way is first to build the platform of your website and then deal with layout. What I mean is that primary concern for the test site is to create/test the way the content is created and organized. When you're done with that the next big thing is to display that content(e.g. Views). So the next step is how the layout of that display is shown to the end user.Only in the last step you start thinking of themes. So go for Garland to do the hard work and then choose your theme or choose Zen for instance to start building your own theme. One of the beauties of Drupal is how the content is separated from the appearance!
