How to take over the front page

How do you make the pannels appear front page. Attempted to creaet menus using same theme that does not work.

I can refer you to page 83, where it says:

In order for this panel to actually take over the front page, change the front page path to "welcome" at /admin/settings/site-information.

Where welcome is the path of your panel.
